The Association for Local Rural Development within its EU Funded Project “Education, Employment, Equality for Young People, Vulnerable, Marginalised Groups and Minorities in Elbasan and Bogovinje” is looking for 10 (ten) Short term experts for the following positions:
1. Local expert/consultant for conducting needs assessment, preparing and delivering training courses in Increasing employment potential, training on entrepreneurship and business skills development.
Timing: The assignment is expected to commence in April 2014 and to end in September 2014
Merit based criteria are described in the complete version of the Terms of Reference attached below.

On 03 July 2013 at 11:00, The Association for Local Rural Development as USAID SBEP’s partner in the initiative for catalyzing job creation and economic growth at the regional level (Polog region and Pelagonija) visited Ms. Rabije Sinani’s cake workshop in the village of Kamenjane. This is part of the Project’s initiative to identify opportunities and build capacities for women’s entrepreneurship. The visit was accompanied by Ms. Rabije Sinani, Owner of the Cake Workshop, 10 women trained by Rabije, Mr. Hazbi Idrizi (Mayor of Bogovinje), USAID and project staff and Ms. Sanela Skrijelj (Association for Rural and Local Development).
One of the opportunities identified by ARLD is this small women-owned company in Kamenjane that produces cakes. The business started as a one-woman operation and through the years grew into a small company that in the high season (during the traditional wedding period May-August) makes up to 25 cakes a day. In order to increase its capacity she needed additional investment in equipment as well as qualified workforce. ARLD further identified that by purchasing 2 pieces of equipment, a cold-storage chamber and a dough maker, the company can double its production, and with that comes a need for a larger workforce. Since this is a clear opportunity for opening jobs for women, SBEP supported the initiative by purchasing the necessary equipment for the company, which in return will train 20 women. Out of these at least 10 will be hired during the high season, while the rest, with the assistance of ARLD will be encouraged to start their own businesses.
The Initiative-Women Entrepreneurship Association in collaboration with USAID SBEP and ALRD on 8 May 2013 in Mavrovi Anovi held a workshop on establishing the Association of Women in Business. The workshop was organized for defining the mission, the vision and the plan for further functioning of the Association.
KICK OFF EVENT
Association for local rural development, as a partner of the Economic Chamber of North-West Macedonia and the Regional Development Agency Seneca - Pezinok Slovakia, is organizing a presentation of the project: "Improving the employment potentials of women from ethnic minorities in the labor market", supported by the European Union, Ministry of Finance and CFCD (central Financing and Contracting).
The project will include the Polog Region, Skopje, Kicevo and Struga and its implementation started from November 5, 2012, with a duration of 15 months, until February 5, 2014.
The event will be held on January 30, 2013 (Wednesday), at Wilson College in Brvenica - Tetovo, 11:00 to 12:30.
ALRD, IS ONE OF THE ORGANIZATIONS SUPPORTED BY CIRa!
Тhe Association for Local Rural Development, is one of the grantees of CIRa! That will be supported for the implementation of the annual program of this organization.
In 2013, the Association of Local and Rural Development continues to work to achieve its strategic goals and objectives. Global activities of the organization in the period January to December 2013, distributed in four programs:

IV. PROGRAM: Development of social responsibility among the local business community in Polog
“Education, Employment and Equality for Ethnic Communities Women”

The Association for Local Rural Development in partnership with The Economic Chamber of North West Macedonia and Regional Development Agency Senec – Pezinok, Slovakia are starting with the implementation of a new project “Education, Employment and Equality for Ethnic Communities Women”, funded by Operational Programme for Human Resources Development 2007 – 2013 Instrument for Pre-Accession Assistance (IPA).
The project will be implemented in the regions of Skopje, Polog, Kicevo and Struga.
The overall project objective is to facilitate integration of ethnic minority groups of Albanian, Turk and Bosnian women in the selected territory, into the labor market through enhancement of their employment potentials and promote equal opportunities and gender equality for ethnic women at local level through opening new learning opportunities tailor-made to their individual potentials for job acquisition.
The project target groups are unemployed ethnic women aged of 20-45; women from rural communities with law educational background and 16 professional staff (10 professional staff for further work with ethnic women after project accomplishment and 6 staff of the Incubator).
The main project’s results are:*Developed and implemented general and special tailor-made training;
**Created linkages among women and potential employers and improved cooperation of all relevant stakeholders;
***Established first pilot rural Incubator for women, staff trained and capable to carry on the services to start-up women businesses.
Achieving gender equality in rural communities project completed
On Friday, 11 January 2013, at 10:30, a closing conference of the EU-funded project “Achieving gender equality in rural communities” took place at the EU InfoCentre.
At the event, the opening addresses were delivered by:
H.E. Mr. Aivo Orav, Head of EU Delegation;
Ms. Elena Grozdanova, State Advisor on gender equality, Ministry of Labour and Social Policy;
Mr. Hazbi Idrizi, Mayor of the Municipality of Bogovinje;
Mr.Enver Pajaziti, Mayor of the Municipality of Brvenica;
Mr. Bajram Kadrija, Mayor of the Municipality of Vrapcishte;
Mr. Fatmir Izairi, Mayor of the Municipality of Zhelino.
Human Rights Day and Nobel Prize Award handed over to the European Union
ZLLR participated at thе event organized by the EU Delegation in Skopje. The event was organized for marking Human Rights Day and Nobel Prize Award handed over to the European Union.

3-year Gender Equality Action Planes to be created in municipalities of Polog region

Since October 8, 2012, ZLLR team and experts from the CIRA began working visits through the municipalities in Polog region; beneficiaries of the EU, EIDHR funded Project “Achieving gender equality in rural communities”.
Upon finalizing the trainings, members of the Equal Opportunity Commissions from the municipalities of: Bogovinje, Brvenica, Zelino and Vrapcishte, began creating the municipal Gender Equality Acton Planes. After conducted SWOT analyses, strategic priorities and activities for period 2013- 2015 were defined. Attention was given while targeting responsible institutions and recourses for implementation of the proposed actions and in the process of developing smart and measurable indicators.
On October 15, working session was organized in the municipality of Brvenica. On October 19, the meeting is planned in Zelino and on 22 in the municipality of Vrapciste.
When finalized, Gender Equality Action Planes will be submitted to municipal councils for approval. Upon approval the documents will be printed and submitted to the municipalities and other relevant institutions that might consider supporting some of the proposed activities.In project framework of „Achienving gender equality in rural communities“ ALRD organized two days training on 30/31 August 2012, for creation of new action plans on each municiality. As scheduled on the project, this action plans should be developed in every single municipality that is involved on this project (Bogovinje, Vrapciste, Zelino and Brvenica), based on real needs, adopted by opportunities that can be realized, through which plans, long term changes will be achieved. These action plans will be submitted to the Municipality Councils for approval.
Public Session of the National Strategy for prevention and protection of domestic violence 2012-2015

Last few years, the number of identified cases on domestic violence has raised, and as a consequence we have raised number of cases that are punished for there act.
First three months of the year were identified 134 crimes on domestic violence, that is 9 percent less comparing the previous year.
Minister of Labour and Social Policy, Spiro Ristovski mentioned:
“Because of the protection of victims of domestic violence we have made many activities for improvement of the civil law and penal law system in Macedonia, while on 2008 was defined the balance of domestic violence by the Penal Code.
Gender Equality – Legal Framework in the Republic of Macedonia

Miss. Elena Grozdanova which is more directly involved on this issue, presented to the members the Law on Equal Opportunities and the national politics and programmes related to their work.
The members had the opportunity to discuss and make questions at the end of the workshop; they shared their views and opinions and commented to the whole presentation.
One for ALL, ALL for Nature
On Wednesday, June 6, 2012, the Association for Local Rural development organized the event “One for ALL, ALL for Nature”. The event was held in the PS ”7th March” in village of Celopek, Municiplaity of Brvenica. The Project was supported through the Small- Grants Program of the Embassy of Norway in Macedonia.
The goal of the event was celebrating inter-ethnic diversity through joint activities of primary school children. More than 100 students joined the event by getting engaged in various ecological activities.>>> more
Needs of rural women voiced at the meeting with EU delegation in Bogovinje

On May 25, 2012, EU Buss visited the Municipality of Bogovinje. The Mayor, Mr.Hazbi Idrizi, hosted the Ambassador of EU delegation in Macedonia, Mr. Aivo Orav, Mrs. Teuta Arifi,Minister for EU Integrations at the Government of Macedonia, Irena Ivanova, Task Manager for the EIDHR Program and other members of the EU Delegation.

First working meeting between municipalities included in the Project “Achieving gender equality in rural communities”

March, 2012, “Achieving Gender Equality in Rural Communities”

At the beginning of March, the Association for Local Rural Development organized a series of separate meetings with members of Commissions for Equal Opportunities in municipalities Zelino, Brvenica, Bogovinje and Vrapchishte to introduce the project "Achieving Gender Equality in Rural Communities. The meetings served to familiarize the commission members with the project objectives and activities, as well as with their concrete commitments and active participation in the project implementation.
As result, a joint coordinative meeting will be convened at the end of the month, with attendence of all members of Commissions for Equal Opportunities, local government representatives and representatives of local NGOs, to define the approach, to delegate responsibilities and to determine the timetable of activities.
